Do not close production and business establishments if there is F0. People going from level 4 to a lower pandemic area must have a negative test.

Region 2, the pandemic is spreading slowly or there is no pandemic, the transition period is 35 months until the vaccine is fully vaccinated. Point-based pandemic prevention, no large-scale blockade.

If the infection rate rises to more than 0.7 new cases per 100,000 inhabitants a day for a week in a row, the alert level will be raised but not a large-scale blockade. Areas that have enough vaccines according to the criteria will go straight to the new normal, lifting the blockade.
